									<p>Dear Chairperson, Director-General, Excellencies, Distinguished Delegates, Ladies and Gentlemen,</p><p> </p><p>This year, we have seen an increase in malicious disinformation campaigns and information manipulation tactics that negatively impact cooperative threat reduction efforts and may erode trust in our international disarmament treaties and their safeguarding institutions, including the OPCW.</p><p> </p><p>Disinformation campaigns across the spectrum of Chemical, Biological, Radiological and Nuclear (CBRN) domains pose a critical threat to international security. Nonproliferation and disarmament activities are particularly vulnerable to these hostile tactics due to their technical complexity and dual-use nature. These disinformation campaigns can undermine trust in the rules-based international system and the multilateral disarmament for a that help to support it, they can jeopardize the hard work of the OPCW in upholding the Chemical Weapons Convention and can provide opportunities to amplify fear and confusion among the general public. Failing to take decision action could allow disinformation to weaken critical disarmament agreements, to destabilize multilateral institutions, heighten tensions within the global community, and severely impede peaceful international cooperation and support.</p><p> </p><p>We are pleased to note the priority and commitments that multilateral institutions including the OPCW, as well as many Member States and delegates here today, have placed upon combatting and countering disinformation. The international community has a responsibility to continue to identify and address disinformation campaigns as they are developed and to proactively combat these false narratives.</p><p> </p><p>As an exemplar of this effort, the 31 members of the G7-led Global Partnership Against the Spread of Weapons and Materials of Mass Destruction launched the Countering WMD Disinformation initiative. Further endorsed by the G7 Rapid Response Mechanism, the initiative is a coordinated, multi-institutional and multi-disciplinary effort to understand and counter state-sponsored or state-adjacent disinformation across the CBRN spectrum.</p><p> </p><p>We encourage all delegations to engage with this initiative, to help prevent and counter harmful disinformation related to all forms of WMD, to support the work of the OPCW, and to work towards a safer and more secure world.</p><p> </p><p>We thank you for your kind attention and request this statement be made part of the official published proceedings of this Conference.</p>								</div>

									<p>Dear Chair, Director-General, Excellencies, Distinguished Delegates, Ladies and Gentlemen,</p><p> </p><p>In recent years, we have seen a rise in disinformation concerning chemical weapons. These campaigns erode trust in international disarmament treaties and their safeguarding institutions, including the OPCW , and negatively impact critical cooperative threat reduction efforts. This year has been no different, with disinformation spreading through online platforms, media reports, and within disarmament bodies. Disinformation has become an all-too-common element in certain national statements, working papers, Notes Verbales and Right of Replies submitted to multilateral fora. Examples have been seen at the Conference of States Parties for the Chemical Weapons Convention (CWC), the Working Group Meetings and Meeting of States Parties to the Biological Weapons Convention, the Preparatory Committee for the 2026 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons, the International Atomic Energy Agency General Conference and the UN First Committee.</p><p> </p><p>Disinformation campaigns across the Chemical, Biological, Radiological, and Nuclear (CBRN) spectrum pose a critical threat to international security. Non-proliferation and disarmament activities are particularly vulnerable to these hostile tactics due to the dual-use nature of many CBRN materials and the associated and underlying technical complexities. This type of disinformation undermines trust in the rules-based international system, weakens the integrity of multilateral agreements, and jeopardises hard-won successes, including those of the OPCW in upholding the CWC. Malign actors also use disinformation as a tool to amplify fear among the public and flame global tensions regarding critical security issues.</p><p> </p><p>Much of the international community has recognized the significant threats posed by disinformation, including that which targets cooperative threat reduction efforts. But to counter and defeat disinformation, dedicated efforts are required. This is why the G7-led Global Partnership Against the Spread of Weapons and Materials of Mass Destruction (GP) established and continues to prioritize the WMD Counter Disinformation Initiative, which works to identify, debunk and defend against CBRN disinformation wherever it arises, whenever it arises. Our Initiative has produced a series of concrete tools based on rigorous research and engagement. Our most recent work includes an analytical roadmap of common disinformation tactics used within disarmament bodies. This roadmap debunks chemical weapon and biological weapon-related disinformation with the goal of increasing resilience to these tactics in the future.</p><p> </p><p>We have also produced a brief explainer video describing several tactics and how they are leveraged to effectively spread CBRN disinformation. We recently published a chronological, interactive tool that tracks how CBRN disinformation is shaping multilateral disarmament debates. Finally, we regularly develop and disseminate countering disinformation primers ahead of meetings such as this Conference of States Parties, forewarning delegates of potential disinformation narratives and providing concrete recommendations to refute and debunk such threats.</p><p> </p><p>All of our tools are available on our Initiative website: GPWMDCounterDisinfo.com. Our goal is to leverage an evidence-based approach which aims to equip the disarmament community with the ability to recognise, resist, and respond to disinformation before it erodes trust and cooperation.</p><p> </p><p>While the initiative&#8217;s work continues to identify chemical weapons disinformation in Ukraine, including such efforts that spread through forums related to the CWC, we are now turning our attention to the rise of chemical weapons disinformation beyond Europe, including in Africa, the Indo-Pacific and South America. We are eager to continue to coordinate with partners to counter these campaigns within these forums and across other diplomatic, political and public architectures.</p><p> </p><p>We encourage all delegations to help prevent and counter harmful WMD disinformation, to support the work of the OPCW, and to work towards a safer and more secure world. We likewise encourage you to engage with our initiative, both to leverage the resources and materials we produce, and to share your own experiences, concerns and questions. Neither you nor we can win the battle against disinformation on our own. False allegations erode trust in the Organisation for the Prohibition of Chemical Weapons (OPCW) and weaken the broader nonproliferation, arms control, and disarmament (NACD) regime. The Global Partnership Against the Spread of Weapons and Materials of Mass Destruction’s (GP) Counter WMD Disinformation Initiative seeks to build resilience to these false allegations and uphold trust in multilateral institutions, notably the OPCW.</p>								</div>

									<p class="p2">In the context of their invasion of Ukraine, Russia has submitted multiple Note Verbales (NVs) alleging that Ukraine has or intends to use chemical weapons. This includes a <b>recent Note Verbale submitted by the Russian Federation to the Technical Secretariat of the OPCW ahead of the 110th session of the Executive Council </b>and the 30th Conference of the States Parties.<sup>1</sup></p><p> </p><p class="p2">In this NV, Russia claimed—without verifiable evidence—that test tubes it allegedly discovered in the Donetsk region contained toxic chemicals (including chloropicrin) that Ukrainian forces intended to use against Russian forces. In addition, Russia indicated that this NV was submitted to provide more context to its request for technical assistance from the OPCW Technical Secretariat. This is the first time Russia has requested technical assistance in the context of its invasion of Ukraine and may signal its intentions to use OPCW technical assistance mechanisms to bolster its allegations. The GP Counter WMD Disinformation Initiative is actively monitoring this development.</p>								</div>

									<p class="p1">In its most recent NV, Russia used three of its most common tactics:</p><p> </p><ul class="ol1"><li class="li1"><b>Provision of “evidence”: </b>The NV includes photos of barrels, plastic containers, and test tubes. However, the mere presence of these materials does not constitute evidence of chemical weapons activity and cannot be verified. <ul class="ol1"><li class="li1">Potential refutation language: “<i>The images presented in the NV depict common equipment readily available in most settings. In addition, neither the images themselves nor the contents of the equipment depicted in the images have been vetted or verified by the OPCW. As such, they cannot be treated as definitive or reliable evidence</i>.”</li></ul></li><li class="li1"><b>Fake mirroring: </b>In 2024, Ukraine requested a Technical Assistance Visit (TAV) following an incident on the battlefield. In some of the samples provided by Ukraine, OPCW-designated laboratories detected the presence of a riot control agent. As such, Russia&#8217;s current allegations may be designed to distract and deflect from its own use (or planned use) of chemical weapons in Ukraine.<ul class="ol1"><li class="li1">Potential refutation language: “<i>We must not let Russia&#8217;s most recent allegations distract us from our discussions today or the fact that it may have used chemical weapons against Ukrainian forces. These allegations are being used with insufficient evidence to substantiate the claims. They are a potential smokescreen for Russia&#8217;s own violations of the Convention</i>.”</li></ul></li><li class="li1"><b>Appeal to emotions: </b>The NV references Germany&#8217;s use of chloropicrin during World War I. This reference is designed to arouse feelings of fear and anger and link nefarious actions of the past to the claims in this note verbale. Historical crises are commonly used as emotional trigger points in disinformation campaigns, encouraging audiences incorrectly to link past atrocities with current events in their minds.<ul class="ol1"><li class="li1">Potential refutation language: “<i>The reference to Germany&#8217;s use of chloropicrin during World War I is disingenuous and designed to trigger strong negative emotions. These emotions can cloud judgement and impair rational thinking. We should question why such manipulative language and content is being used</i>.”</li></ul></li></ul>								</div>

									<p class="p1">There are several actions diplomats can take to identify and counter disinformation about chemical weapons, including:</p>

 	<li class="li2"><b>Raise awareness of the common disinformation tactics described above</b>. The more others are able to recognize these tactics in official statements, NVs, and other documents, the more resilient the diplomatic community can become to information manipulation in all its forms.</li>
 	<li class="li2"><b>Voice support for the OPCW, including OPCW inspection and assistance mechanisms. </b>Purveyors of disinformation seek to undermine confidence in the OPCW. By reaffirming support for—and trust in—the OPCW, states can protect this vital multilateral organization and ensure it can continue to fulfill its mandate.</li>
 	<li class="li1"><b>Debunk false claims as they arise. </b>Some false allegations, particularly those that gain traction or raise alarm for other states, should be thoroughly refuted (i.e., debunked). However, it is important to debunk using evidence-based practices. Additional guidance about this process can be found in resources such as the Debunking Handbook.<sup>2</sup></li>

									<p>Russia has submitted multiple <a href="https://gpwmdcounterdisinfo.com/policy-briefs/russian-chemical-weapons-disinformation/">Note Verbales falsely alleging</a> that Ukraine is using chemical weapons against its forces. This follows <a href="https://www.opcw.org/media-centre/news/2024/07/opcw-concludes-technical-assistance-visit-ukraine">a July OPCW Technical Assistance Visit to Ukraine</a> supported by the Article X Trust Fund for the provision of assistance and protection.</p><p> </p><p>Since the onset of the war in Ukraine, Russia has made a series of false chemical weapon allegations to create confusion, accuse others of nefarious acts, and further a narrative of grievance. These include:</p><p> </p><ul><li>Accusations that Ukraine is using chemical weapons against Russian forces in Ukraine, and more recently during the Kursk incursion.</li><li>Suggesting that Ukraine is preparing chemical provocations with the help of the United States and other partner nations.</li><li>Claiming that “the West” controls and manipulates the OPCW to undermine opponents and further its hegemonic goals through unsubstantiated accusations of Russian use of chemical weapons at OPCW and UN Security Council meetings.</li></ul>								</div>

									<p>Producers of disinformation often use the following tactics and techniques as part of their malicious efforts: </p><p> </p><ul><li><strong>Discrediting opponents</strong> with targeted messages such as: </li><li>Falsely accusing an adversary of chemical weapons use and flouting international disarmament laws and norms.  </li><li>Manipulative referencing of historical chemical weapons use. </li><li>Distortion or creation of false evidence by inflating the importance of unrelated or inconsequential pieces of information to imply nefarious activity. </li><li><strong>Using sources that appear “authoritative<em>”</em></strong><em>,</em> but lack relevance, real credentials or expertise. </li><li><strong>Exaggerating the risks associated with an opponent’s conduct</strong> (whether real or falsely alleged). </li><li><strong>Appealing to emotions</strong> by showing graphic or upsetting images of alleged effects from chemical weapons use. </li></ul>								</div>

									<p>Disinformation is regularly used by Russia to obfuscate or justify their own actions and undermine adversaries. Common motivations include:</p><p> </p><ul><li><strong>Misdirection:</strong> Disinformation targeting Ukraine is being used to distract from credible allegations of Russia’s own illegal use of chemical weapons and violation of related international laws and norms.</li><li><strong>Creation of Confusion:</strong> A ‘firehose’ of disinformation is being used to overwhelm the information space, making it difficult for individuals to distinguish between false and accurate information. This creates an environment where malicious activity can remain undetected.</li><li><strong>Justification:</strong> Russia has repeatedly used false accusations of chemical weapons development and use in Ukraine by Ukrainian forces and NATO allies to justify its illegal war in Ukraine.</li><li><strong>Undermining Trust:</strong> Chemical weapons disinformation undermines trust in the rules-based international system, including essential multilateral disarmament fora such as the OPCW and UN Security Council.</li></ul>								</div>

									<p>A key factor in countering disinformation campaigns is understanding the current realities that such malicious campaigns try to mask or disrupt. The reality is:</p><p> </p><ul><li><strong>Chemical weapons disinformation campaigns are a distraction </strong>from credible allegations of Russian use of chemical weapons against Ukrainian troops.</li><li><strong>The OPCW is a vital multilateral institution </strong>that protects the rules-based international order and aims to keep the world free of chemical weapons.</li><li><strong>There is no credible evidence </strong>that Ukraine is in breach of its obligations under the Chemical Weapons Convention. In reality, Ukraine requested support from OPCW and is openly cooperating with OPCW to investigate the use of chemical agents.</li><li><strong>Russia’s current actions are not new</strong>, Russia has a long history of employing disinformation campaigns to misdirect and justify its illegal activities in other countries. These same tactics and similar narratives are being reused today.</li></ul>								</div>
